Joint Advanced Distributed Learning (JADL) Terms of Use


Purpose

The Joint Advanced Distributed Learning (JADL) platform is a NATO-managed learning environment designed to deliver and support online education and training.

These Terms of Use constitute an agreement between the User (further “User”, “You”) and NATO Headquarters Supreme Allied Commander Transformation (NATO HQ SACT), address situated in 7857 Blandy Road, Suite 100, Norfolk, Virginia, USA. You By accessing and/or using JADL platform, You as a User / Contributor, signify that You have read, understand and will adhere to the terms of usage for the JADL platform and Personal Data Privacy Notice If You do not agree or object to the terms as outlined, You will cease accessing the services and, if necessary, inform NATO HQ SACT immediately.

These Terms of Use govern Your use of JADL and ensure that all activities conducted within the platform align with NATO’s information security, data protection, and acceptable use policies.

Scope of Use

Access to JADL is provided solely for authorized users from NATO entities; NATO Nations; and NATO Partner Nations with a legitimate need for education and training in support of NATO’s mission and objectives.

JADL Use

The JADL platform is NATO’s centrally governed Learning Management System (LMS), operated under the authority of HQ SACT.

JADL is intended to:

  • Support NATO Education, Training, Exercises and Evaluation (ETEE) activities.
  • Deliver, manage, and track digital learning for NATO, Partner Nations, and other authorized communities.
  • Enable standardized, interoperable, and secure learning services across the NATO training ecosystem.

Use of JADL is strictly limited to official, professional, educational, and training purposes aligned with NATO objectives.

NATO HQ SACT will ensure that:

  • The JADL is accessible to the User, although it is not guaranteed how long the JADL will be delivered. The JADL may experience temporary interruptions due to technical difficulties, maintenance or testing, or updates, or be terminated in full.
  • Measures of safety and security are in place as deemed relevant by HQ SACT.
  • The updates needed are performed.

Any personal, commercial, political, or unauthorized use is prohibited.

By accepting this agreement, You acknowledge that You are registering in good faith and intent, are not providing false information to NATO HQ SACT in an attempt to impersonate, defraud, or otherwise mislead others about Your identity or origin of any content, message, or communication from Your account. 

As a User, You allow NATO HQ SACT to use all information associated with Your account within the JADL platform, including information about device and software usage, IP address, for the JADL service delivery, improvement and User’s data analytics purposes.

You retain ownership of content You post to JADL platform or otherwise make available through our Services. HQ SACT is allowed to share Your content to anyone through any media with other NATO bodies or IT and administrative support third party providers. By submitting, posting, or otherwise making available content on or through our Services, You grant us a worldwide, non-exclusive, royalty-free license (with the right to sublicense) to use, copy, reproduce, process, adapt, modify, publish, transmit, display, and distribute Your content (including Your name and image) in any and all media or distribution methods (existing now or later developed). This includes making Your content available to other companies, organizations, or individuals who partner with HQ SACT for the syndication, broadcast, distribution, or publication of content on other media. You also waive any rights of privacy, publicity, or other rights of a similar nature applicable to all these uses, to the extent permissible under applicable law. You represent and warrant that You have all the rights, power, and authority necessary to authorize us to use any content that You submit. You also agree to all such uses of Your content with no compensation paid to You.

User/Contributor Responsibilities

User access rights, role-based permissions, and personal data visibility within JADL are governed by the JADL Access Control Matrix. Users are granted access strictly in accordance the principle of least privilege needed for their designated role.

As such, “User” will be defined in this section as person granted admission to the site for the general purpose of accessing site content and courses.

The term “Contributors” in this section will refer to Users that, due to assigned roles and responsibilities, may contribute to JADL in the form of editing or modifying text (chat, forums, publications, etc.); visual media (in the form of images, video, etc.); or other data (Course Assessments, Surveys, SCORM files, etc.) within JADL.

As a JADL User You agree to follow all applicable laws and regulations while using JADL. Furthermore, You agree to:

  • Protect Your credentials: Do not share Your username or password with others. In case credentials are lost, User shall report to JADL helpdesk immediately. The User are required to reset the PIN code as soon as possible upon compromised access or any such suspicion is revealed.
  • Access only authorized content: You must not attempt to access courses or data You are not granted access to.
  • Use appropriate conduct: You must not upload, post, or share any material that is offensive, unlawful, or contrary to NATO principles.
  • Respect intellectual property: You must not copy, redistribute, or modify course materials without authorization.
  • Comply with classification and handling requirements: Only NATO unclassified and releasable information may be shared within JADL.

Additionally, a User shall:

  • Not impair the intended operation of JADL platform or hinder the provision of JADL or otherwise affect the integrity of JADL.
  • Comply with Security Directives, Data Protection Framework Policy, and Acceptable Use Policy for NATO Information Systems.
  • Not act illegally, in a fraudulent and misleading manner, including obscenely, offensively, libellously, or in pornographic, threatening, abusive, or otherwise objectionable way.

If You are role that as a Contributor to JADL, You acknowledge and agree that You shall:

  • Not upload, post, publish, or transmit through JADL any content that:
    • Is (or can be construed as to the best of Your ability) information beyond the scope of classification of JADL or violates NATO releasability guidelines;
    • Infringes, misappropriates, or violates any third-party Intellectual Property (IP) Rights, Publicity Rights, or Privacy Laws (e.g., copyright infringement, plagiarism, trademark infringement, counterfeit, or pirated goods)
    • Violates, or encourages, any conduct that would violate any applicable law or regulation or would give rise to civil liability;
    • May damage, collect data from, or otherwise interfere with the normal working operations of computing devices or software.
    • Is in violation of any law protecting content protected by copyright or trade secrets;
    • Is fraudulent, false, blatantly misleading or deceptive for purposes up to and including the dissemination of disinformation;
    • Is defamatory, obscene, pornographic, vulgar, offensive, promotes discrimination, bigotry, racism, hatred, harassment, or harm against any individual or group;
    • Is violent or threatening or promotes violence or actions that are threatening to any other person; or
    • Promotes illegal or harmful activities or substances.
  • Not attempt to circumvent, undermine, or disable the JADL platform: to include any security features or functions integral to the security and integrity of the JADL platform by any means or manner.
  • Not attempt to gain unauthorized access to, attempt to collect, or extract any information other than which You have been given access to or have been given express permissions to by authorities within NATO HQ SACT.
  • Not sell access to the JADL platform, or any content contained therein, or redistribute any by any means of printed publication, fax broadcast, email, web forums or newsgroups, or any other electronic or paper-based service or method with express consent of NATO HQ SACT.
  • Not use name and logo of JADL, NATO HQ SACT or NATO without prior permission.

User / Contributor will report immediately to JADL help desk any known or suspected infringements.

Monitoring and Audit

All activity on JADL may be monitored and recorded to ensure compliance with NATO security and operational policies.

Unauthorized access or misuse of the system may be reported to the relevant national or NATO authorities and may result in administrative action or further investigation.

Disclaimer and Limitation of Liability

HQ SACT will not be liable for any indirect, incidental, special, consequential, or exemplary damages, including damages for loss of profits, goodwill, use, or data or other losses, even if HQ SACT have been advised of the possibility of such damages. HQ SACT does not assume any liability for the equipment used by the User to access JADL, regardless of circumstances.

As a JADL User, You will indemnify and hold harmless HQ SACT, other NATO bodies and our staff members, from and against any costs, losses, liabilities, and expenses (including attorneys’ fees) from third party claims arising out of or relating to the use of the JADL and Content or any violation of these Terms.

The JADL platform, including all content, applications, software, functions, materials, and information, is provided “as is,” “with all faults” and without any warranties of any kind, express or implied.  HQ SACT does not guarantee uninterrupted or error-free operation of the JADL platform.

Content provided through JADL is for educational purposes and does not necessarily represent official NATO policy or position.

Dispute

Both Parties will use their best efforts to resolve disputes amicably, diligently and in good faith. 

Termination

NATO HQ ACT reserves the right to modify, disable or discontinue any access and prohibit the use of any content at any point in time temporarily or permanently in the event where NATO HQ SACT decides or is obligated to disable access to the content due to any suspected or actual infringement of the Terms of Use including NATO official policy reasons.

You may request that Your account be deleted by emailing the HQ SACT JADL Administrator at any time and formally requesting that Your account be deleted.  The JADL Administrator will process this request within a reasonable timeframe and reply once the account data has been deleted from JADL.

Acceptance of Terms

By selecting “Accept” and continuing to use the JADL platform, You acknowledge that You have read, understood, and agreed to comply with these Terms of Use and all applicable NATO policies and directives.

If You do not agree with these terms, please exit the platform.

Review and Revision

These Terms of Use will be reviewed and revised regularly or as needed. HQ SACT reserves the right to make changes without further notice.

In the event that a significant change has been made, You may be required to review these Terms of Use prior to accessing the JADL platform. In the event that You do not agree with the changes, You may request Your account be deleted at any time.
